The Strategic Information Officer supports compliance with the processes of the Strategic Information unit by monitoring the achievement of the results of the MEL plan of the Building Resilience project, both internally and externally, therefore, active collaboration is required with sub-partners and USAIDPEPFAR.
The officer executes processes and provides technical support to the sub-partners in the areas and activities related to the products expected by the MEL unit.
Essential Duties and ResponsibilitiesThe strategic information officer will work closely with the Strategic Information Advisor and the Strategic Information Senior Officer to execute the activities and processes that respond to monitoring, compilation and reporting of indicators, data quality, lessons learned and development of capabilities.Participate in the design, conduct, and assist with revision of data collection tools and make recommendations based on observations at the field level in the implementation of community-led monitoring (CLM).Provide technical assistance to sub-partners to ensure effective implementation of Community-Led Monitoring, achieving compliance in quality and time, leading the following processes: data collection, data verification, data entry, storage, data management data, data review, and data quality analysis.Systematize and analyze data for CLM outcomes so that the results obtained from the process are socialized in the technical work groups.Support in the monitoring and evaluation of the success of the TWG. Conduct secondary analyzes of the data and results of the provincial technical groups.Accompany the sub-partners in the Technical Working Groups – TWG and the CLM community committee to ensure that both work together in the development of a rapid action plan, the result of which is taken into consideration in the next CLM processes.Collaborate in the processes of implementation of actions to strengthen the area of strategic information in each sub-partner as part of the capacity development component.Accompany, support, and manage the learning process of the project through the collection of quantitative and qualitative data, analysis based on primary sources and secondary analysis, presentation and feedback of the results for evidence-based decision making.Manage field work in the application of the evaluation methodology, forms, and monitoring surveys.Routinely accompany the M&E teams of the implementing sub-partners in ensuring the timeliness, quality and validity of the information provided by the (Community Case Managers, SAIs, etc.) before entering it into the Information Management System (MIS).Support the Strategic Information unit in data quality audits (collection processes, integration, and correction of paper andor electronic forms) so that they meet the information quality criteria.Provides technical follow-up and guidance to the implementing partners to ensure that the recommendations andor improvement plans emanating from the data quality audits and SIMS are implemented in a timely and effective manner.Identify and collect events related to the data, to maintain evidence and documentation of the reasons why a given indicator does not achieve its expected performance.Perform other project related functions as assigned by the supervisor.Education and experience: Degree and at least three years of relevant work experience in Monitoring & Evaluation or Strategic Information.
· Specialist in the health area (Salubrist or epidemiologist) andor
· Bachelors degree or Engineering in the areas of Statistics, Economics or Computer Science
Professional Qualifications: · At least 3 years of work experience in monitoring and evaluation for social projects (especially in health).
· Experience with child protection and welfare programs, systems strengthening, capacity building, economic strengthening, service delivery, quality improvement, or policy development is preferred.
· Demonstrated M&E experience in PEPFAR and USAID funded programs. (preferable)
· Demonstrable experience in data management (information systems, spreadsheets, databases, others)
· Extensive logical and analytical skills.
· Ability to work with confidential information of beneficiaries.
· Work experience with NGOs andor international cooperation agencies.
· Experience in implementation and monitoring of data quality audits.
· Experience in routine reports of indicators on the performance of plans, programs, and projects.
· Ability to write technical reports.
· Strong writing and oral presentation skills, including fluency in English and Spanish.
· High degree of responsibility for the management of assets and information.
· Excellent organizational and communication skills.
· High ethical and behavioral standards.
· Interpersonal skills (excellent interpersonal and intercultural relationship) and respect for individual opinion.
· Regarding authority and decision makers.
· Flexibility and openness to learning and personal and professional development.
Preferred Qualifications: 1. Preferably creole.
2. Experience in supervision and coordination with international field offices is preferred.
