For more information, visit www.worldbank.org External and Corporate Relations Vice-Presidency (ECR) The mission of External and Corporate Relations (ECR) is to help deliver financial and political support for the World Bank Group, strengthen the Bank Groups role as a global thought leader in development by enhancing and safeguarding its reputation, and supporting operational teams to achieve country outcomes. ECR manages corporate communications and global engagement with key stakeholders, including media, civil society, foundations, private sector, donor countries, and international organizations, as well as employee engagement. ECR also manages strategic communications for the World Banks Regions and Global Practices and leads the management of reputation risk. Latin America and the Caribbean External and Corporate Relations (ERCLC) The World Bank serves 30 client countries in the Latin America and the Caribbean Region, ranging from large rapidly growing sophisticated middle-income clients to IDA countries to small Caribbean states to one fragile state. The Latin America and the Caribbean External and Corporate Relations Unit (ECRLC) manages strategic communications in support of the Banks work in the region. In particular, the communications program is directed at building understanding and support for the work of the World Bank and ensuring the full spectrum of views and information is brought into the Banks decision-making. Country Context The LC6 Country Management Unit (CMU) is responsible for Bank operations in Bolivia, Chile, Ecuador and Peru, and is composed of a Country Director, Operations Manager and three Program Leaders based in Lima; an Anchor Office in Washington D.C.; and Country Offices in Quito, La Paz, and Santiago. The CMU oversees a wide range of Bank activities, including over 40 projects under implementation with commitments of around US$6 billion in lending, as well as a program of over 30 knowledge, reimbursable advisory and convening activities. The World Bank country office in Santiago, Chile includes the Representative (RR), an Executive Assistant, and an Operations Officer among others. Through multisector coordination, the World Bank Group seeks to provide Chile with financial and technical assistance in support of public policy design and implementation to promote a more equitable and sustainable economy through social protection of the most vulnerable; decentralization and regional development; and climate change mitigation and adaptation. The country office serves as a liaison between the World Bank technical teams and government counterparts to set and deliver on shared strategic priorities, including on knowledge sharing across client countries. ECRLC is recruiting a dynamic and seasoned professional to lead the World Banks communications and stakeholder engagement in Chile. This position will report to the ECRLC communications manager based in Washington, D.C. and will be part of the Andean Communications team which is led by the Senior External Affairs Officer based in Peru. The External Affairs Associate will report to the ECRLC. This position will be based in Santiago, Chile. Roles and Responsibilities Under thesupervision of the Manager and with guidance from the Senior External AffairsOfficer, the External Affairs Associate willassist to plan, develop, and implement effective communications and outreachstrategies to support the WBGs corporate, internal, and operationalpriorities, using the full range of modern communications tools includingsocial media, digital publishing, and multi-media production. It is critical that the External Affairs Associatebe equipped to evaluate potential risks associated with complex projects andto advice the design and implementation of strategies to minimize thoserisks. Herhisspecific duties and accountabilities include: Strategies: Contribute strategicinputs for significant portions of planning, design, and implementationof strategies to promote effective communications with external andinternal audiences on World Bank-financed operations, research products,and campaigns. Helps determine the most effective content andcommunications interventions to address the Banks program in Chile. Risk management:On high-riskoperations in the country, must monitor perceptions, track shifts inopinion, and respond to public inquiries.. Must be able to interact withoperations staff and project teams, organizing meetings with media andcivil society, and other key stakeholders as appropriate. Must be able to take the pulse of thecountry and advise country teams, with analyses on the political economyand regular monitoring of the media. Relationships: Provide suggestionsto identify opinion leaders and influential organizations in Chile andguide a strategy of engagement with these various stakeholders, whichmight range from parliamentarians to faith-based organizations tobusiness associations and the media. Responsible for conveningstakeholder groups for consultations and structured dialogues aroundprojects, knowledge outputs, and country development priorities. Leadsmedia relations on behalf of the Bank in Chile. Products: Contributes to planningand delivering a range of written products on the World Banksoperational goals, results and knowledge. Outputs range from traditionalpress releases and Op-Eds to web features, brochures, Q&As, briefingnotes, and speeches. Responsible for updating the World Banks internaland external websites for the country. Events: Coordinatescommunications activities and events ranging from press conferences tolarge seminars and meetings, involving external andor internalaudiences. Technicaland advisory support:Keeps World Bank managers and project teams informedon trends, news developments, or changing circumstances that may impactthe WBG and its work and helps determine strategic responses. Providescommunication support to WBG operational teams and governmentimplementing agencies to assure that project goals are well-explainedand that affected stakeholders are engaged at all stages. Selection Criteria Strong conceptual and researchanalytical skills, with the ability to think strategically and rapidly analyze and integrate diverse information from varied sources into conclusions and recommendations. Knowledge of and practical experience in communications approaches, tools and methodologies. In-depth knowledge of Chiles social, political and development issues with current knowledge of key constituencies, particularly as they relate to and work with the Bank; Well established network of contacts in both media and among other key constituencies in the country; Good understanding of the Bank, its policies and operations; up-to-date knowledge of current development topics and issues in the region, and ability to identify communications-related risks and opportunities in an international environment. Proven planning and organizational skills. Strong conceptual and researchanalytical skills, with the ability to think strategically and rapidly analyze and integrate diverse information from varied sources into conclusions and recommendations. Exceptional ability to write and edit in English and Spanish for a wide range of communication products as well as for the web, with experience conveying complex ideas in a clear, direct and lively, (non-academic) style. Effective interpersonal skills. Demonstrated political awareness and ability to diplomatically handle sensitive situations with target audiences and to otherwise cultivate effective, productive client relationshipspartnerships and ability to work effectively with internalexternal partners in a multicultural environment. Minimum Education: BABS (Communications, International RelationsPublic Affairs, Journalism, Marketing, Political Science, or other related field.) Minimum Years of Relevant Experience: Minimum of 3 years of proven experience in a full range of communications approaches, tools, and methodologies essential to planning, designing, and executing effective communications strategies and programs. Excellent oral and written communication and presentation skills. Spoken and written fluency required in English and Spanish.
